This is the first phase in the localization process. This phase is typically carried out by a Localization Engineer working alongside a Project Manager. In this phase a Catalyst project is created and product information such as keywords, locks, annotations are applied.  The projects are assessed for translation, an analysis is carried out to determine how much translation can be re-used to reduce the localization cost, a translation memory is used to pre-translate the source text and finally the project is dispatched to a professional translator.
